PUBLIC NOTICE
NOTICE IS HEREBY GIVEN that the City of Miami Springs (“City”) is soliciting bids from contractors for
Construction and Landscaping for the Miami Springs Golf & Country Club Golf Course Revitalization
Project. Interested companies, firms, and individuals (“Bidders”) may obtain a copy of Invitation to Bid
No. 04-22/23 (the “ITB”) to be issued on January 13, 2023 at the City of Miami Springs, City Hall, 201
Westward Drive, Miami Springs, FL 33166 or through the Onvia DemandStar portal
(www.demandstar.com). The ITB contains detailed information about the scope of services, submission
requirements, and selection procedures. If Bidders elect to use DemandStar, it is strongly encouraged to
register with the website to receive notifications pertaining to this solicitation. All notices and any
addenda issued by the City with respect to the ITB will be made available through the DemandStar portal.
It is the Bidder’s sole responsibility to ensure receipt of any issued notice or addenda relating to this ITB
once posted to DemandStar. The bid submission shall be uploaded onto DemandStar and marked “Bid to
City of Miami Springs ITB No. 04-22/23 for Construction of the Miami Springs Golf & Country Club Golf
Course Revitalization Project.” Responses must be received electronically via DemandStar portal or at the
City Clerks Office, City of Miami Springs, City Hall, (2nd Floor), 201 Westward Drive, Miami Springs, FL
33166, no later than February 16, 2023 at 2:30 P.M. Responses will be opened publicly on February 16,
2023 at 2:30 P.M. at City of Miami Springs, City Hall, Council Chambers (2nd Floor), 201 Westward Drive,
Miami Springs, FL 33166. The response opening may also be viewed online at Zoom Meeting Details (TBD)

received after this time and date, whether by mail or otherwise, will be returned unopened. Bidders are
responsible for ensuring that their bid is received in the Clerk’s Office by the deadline.
A mandatory pre-response conference will be held on January 24, 2023 at 10:30 A.M. (EST), at City of
Miami Springs, City Hall, Council Chambers (2nd Floor), 201 Westward Drive, Miami Springs, FL 33166. A
mandatory site visit will be held immediately following the mandatory pre-response conference, and will
be at the Miami Springs Golf & Country Club, 650 Curtiss Parkway, Miami Springs, Florida 33166. All
Bidders planning to submit a bid must attend and sign-in for both of these meetings. Bidders who attend
only one of the above mandatory meetings will not be allowed to submit a proposal with respect to this
ITB. Bidders should allow sufficient time to ensure arrival prior to the indicated time.
Pursuant to subsection (t) “Cone of Silence” of Section 2-11.1 “Conflict of Interest and Code of Ethics
Ordinance” of Miami-Dade County, public notice is hereby given that a “Cone of Silence” is imposed
concerning this solicitation. The “Cone of Silence” prohibits communications concerning ITB’s, RFQ’s or
Bids, until such time as a written recommendation is presented to the City Mayor and Council concerning
the transaction. Procedures regarding the Cone of Silence can be found in the ITB documents.
