The following is a timeline for the Gateway Overlay District process and the proposed theater project:
- Regular Meeting – May 29, 2018 (Discussion to set-up Special Meeting for Gateway Ordinance)
- Special Meeting – June 4, 2018 (Discussion on Gateway)
- Regular Meeting – June 11, 2018 (First Reading; Gateway Overlay)
- LPA Meeting – June 25, 2018 (Recommendation to Council as Council sits as LPA; Gateway Overlay)
- Regular Meeting – June 25, 2018 (Second Reading; Gateway Overlay)
- Regular Meeting – November 26, 2018 (First Reading; CBD Clarifications)
- Regular Meeting – December 10, 2018 (First Reading; CBD Clarifications)
- Regular Meeting – January 14, 2019 (Second Reading; CBD Clarifications)
- Planning and Zoning Board-April 1, 2019 (site plan review and recommendations to Council)
- Regular Meeting-April 22, 2019 (Council to review site plan, and Board recommendations)
During the June 2018-January 2019 Gateway meetings, Staff also held one on one meetings with each Council member to go over the Gateway ordinance and address any of their concerns.
During all of the Gateway meetings and the Planning and Zoning Board hearing, public input was also heard.
The City has been looking at the policies for the overlay District since May 2018, the City Staff ‘s review of the proposed project has been to determine whether it meets the technical requirements of the policies before setting it for hearing at the Planning and Zoning Board meeting.
The process for project review are set out in the Gateway Ordinance Section 150-070.1 (D) (5) which states in part “the decisions and recommendations of the Planning and Zoning Board will be reviewed for final approval by the City Council in accordance with section 150-113 of the City Code.
City Code Section #150-113(B)(1)(b) establishes that the recommendations of the Planning and Zoning Board have to be presented at the next regular Council meeting. Due to notification and advertising timelines this could not make the April 8 meeting so it is scheduled for April 22, 2019.
