What is the School Zone Speed Safety Camera Program?

The School Zone Speed Safety Camera Program is authorized under Florida House Bill 657, which was signed into law by Governor Ron DeSantis on May 31, 2023. The law allows municipalities to use automated speed enforcement cameras in designated school zones to help protect students, school staff, crossing guards, and pedestrians.

The City of Miami Springs implemented the program beginning with the 2024–2025 school year and continues to operate it to improve safety in school zones.

What does "Photo Enforced" mean?

"Photo Enforced" means an automated speed camera records vehicles traveling more than 10 mph over the posted school zone speed limit during active enforcement periods.

If a violation occurs, the registered owner of the vehicle may receive a Notice of Violation, which includes:

• Date and time of the violation
• Location
• Recorded speed
• Photographic evidence of the vehicle
• License plate image

When are school zone speed cameras active?

School zone speed cameras operate only during times authorized by Florida law:

• 30 minutes before through 30 minutes after the start of a school's breakfast program.
• 30 minutes before through 30 minutes after the start of the regular school day.
• Throughout the regular school day.
• 30 minutes before through 30 minutes after the end of the regular school day.

Enforcement times vary based on each school's schedule.

What are the benefits of the program?

The School Zone Speed Safety Camera Program helps:

What information do the cameras capture?

The cameras record only information necessary to enforce speeding violations, including:

• Vehicle photographs
• License plate images
• Date and time
• Location
• Recorded speed

All information is encrypted, securely transmitted, and stored in accordance with applicable local, state, and federal laws.

How much does the program cost taxpayers?

The School Zone Speed Safety Camera Program is self-funded through paid violations and does not require funding from local taxpayers.

Who reviews and issues a Notice of Violation?

Notices of Violation are reviewed and issued only by a State of Florida Traffic Infraction Enforcement Officer employed by the Miami Springs Police Department. Camera systems do not automatically issue citations.

What are my options if I receive a Notice of Violation?

If you receive a Notice of Violation, you have 30 days from the date of issuance to:

• Pay the civil penalty, or
• Request a hearing.

Failure to respond within 30 days may result in the issuance of a Florida Uniform Traffic Citation (UTC) as authorized by Florida law.

Instructions for both options are included with every Notice of Violation.

Will paying a Notice of Violation affect my driver's license or insurance?

No.

A School Zone Speed Safety Camera Notice of Violation is a civil penalty. Payment of the notice does not:

• Add points to your driver's license.
• Affect your driving privileges.
• Impact your vehicle registration.
• Increase your automobile insurance rates.

What if someone else was driving my vehicle?

Under Florida law, the registered owner is responsible for the Notice of Violation unless they submit a qualifying affidavit demonstrating one of the following:

• The vehicle was in the care, custody, or control of another person at the time of the violation.
• A law enforcement officer issued the driver a traffic citation for the same alleged violation.
