Notices of Title VI Nondiscrimination Rights and Protections Under the Americans With Disabilities Act

The City of Miami Springs is committed to serving the needs of all of its residents and guests, with the goal to ensure access to information for a diverse audience, including without limitation people with disabilities. Web accessibility refers to the inclusive practice of removing barriers that prevent interaction with, or access to websites by people with disabilities. Please be aware that our efforts are significant and ongoing. Currently, the City is working internally on incorporating into its website, accessibility standards.  

The City may provide some links to third party websites whose external policies may differ from those of the City of Miami Springs. The City encourages third parties to which the City may provide links, to achieve and maintain access for a diverse audience, including without limitation people with disabilities. The City is interested in hearing from its online users and will do its best to address any challenges identified.

Enabling the Website Accessibility Menu

The City of Miami Springs makes available the UserWay Website Accessibility Widget that is powered by a third-party accessibility service. The software increase our website’s compliance with the Web Content Accessibility Guidelines (WCAG 2.1) by allowing users to increase text size, change fonts for better legibility, change the contrast and saturation to assist with certain visual impairments, and have content computer-read by a built-in screen reader.

The Website Accessibility Menu can be enabled by clicking the accessibility menu icon that appears on the lower/upper right corner of the page. After triggering the accessibility menu, please wait a moment for it to load in its entirety.

Accessible Documents

Generally, we use Hypertext Markup Language (HTML) to create pages and documents on the City’s website that are accessible to people who use screen reading software. Due to our continuing efforts, some online resources or documents may remain outside of our immediate control. If you use any assistive technology and the format of any material on our website interferes with your ability to access the information, or to request a reasonable accommodation, or if you need information provided in an alternative format please contact the City Clerk's Office at cityclerk@miamisprings-fl.gov. 

Notice of Title VI Nondiscrimination Rights and Protections

The City of Miami Springs operates its programs, services, and activities in compliance with federal nondiscrimination laws including Title VI of the Civil Rights Act of 1964 (Title VI), the Civil Rights Restoration Act of 1987, and related statutes and regulations. (See "Title VI Program Plan" below.)

Title VI prohibits discrimination in federally assisted programs and requires that no person in the United States of America shall, on the grounds of race, color, or national origin (including limited English proficiency), be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving federal assistance.

Related federal nondiscrimination laws administrated by the Federal Highway Administration, the Federal Transit Administration, or both prohibit discrimination on the basis of age, sex, and disability. These protected categories are contemplated within the City of Miami Springs’s Title VI Programs consistent with federal interpretation and administration.

Additionally, the City of Miami Springs provides meaningful access to its programs, services, and activities to individuals with limited English proficiency, in compliance with US Department of Transportation policy and guidance on federal Executive Order 13166. (See "Policy and Procedures for Communication with Persons  with Limited English Proficiency" below.)

Notice under the Americans with Disabilities Act

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the City of Miami Springs will not discriminate against qualified individuals with disabilities on the basis of the disability in its services, programs, or activities.

Employment: The City of Miami Springs does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title I of the ADA.

Effective Communication: The City of Miami Springs will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in the City of Miami Springs programs, services, and activities.

Accommodations to Policies and Procedures: The City of Miami Springs will make all reasonable accommodations within the parameters of its policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. 

Anyone who requires an auxiliary aid or service for effective communication, or an accommodation of the cities policies or procedures to participate in a program, service, or activity of the City of Miami Springs, should contact the ADA Coordinator Erika Gonzalez-Santamaria at 305.805.5006 or gonzaleze@miamisprings-fl.gov, or designee Deputy City Clerk at 305-805-5007.

Complaints that a program, service, or activity of the City of Miami Springs is not accessible to persons with disabilities should be directed to the ADA Coordinator of the City of Miami Springs (see contact information above).

The City of Miami Springs will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable accommodations within the parameters of its policies and programs, such as providing access to and from locations that are open to the public but are not accessible to persons who use wheelchairs.
